CRZ Zoning in Sindhudurg and Goa: The Paperwork Every Property Investor Must Check

Part 1 of my Konkan Land Compliance Series

Konkan coastal land is one of the most attractive investments in India right now. It is also the segment where one missing document can turn a good plot into an unusable one.

I work with investors across Sindhudurg and Goa, and I check every property for legal compliance before it reaches a client. I do it in four layers:

📍 Layer 1: Can you build here? (CRZ zoning)

📍 Layer 2: Who really owns it? (7/12 extract)

📍 Layer 3: Is the land and project approved? (RERA and NA)

📍 Layer 4: Is the conversion formally granted? (Sanad)

This first post covers Layer 1, because if a plot fails here, the other three do not matter. WHAT IS CRZ ZONING?

Coastal Regulation Zone (CRZ) rules come from the Environment Protection Act. They restrict construction and development along the coastline, tidal rivers, creeks and backwaters. Two things matter most to a buyer:

📍 The CRZ category your plot falls in (CRZ-I, II, III or IV)

📍 Whether your plot sits inside the No Development Zone (NDZ), where construction is heavily restricted or not allowed

A plot can look perfect on site and still sit inside an NDZ on the official map. The map decides what you can build, not the view.

THE CURRENT RULES IN SINDHUDURG (MAHARASHTRA)

Maharashtra’s Coastal Zone Management Plan (CZMP) has been updated under the CRZ Notification, 2019. The Centre approved the plan for Sindhudurg, Ratnagiri, Raigad, Thane and Palghar following the National Coastal Zone Management Authority’s approval on 1 August 2023.

What this means in practice:

✅ CRZ applies up to 500 metres from the High Tide Line on the seafront.

✅ The buffer along tidal creeks and rivers was reduced from 100 m to 50 m, which opens up more land than earlier.

✅ Plot-level CRZ maps are available at a 1:4000 scale, so you can check a specific survey number.

Many investors assume that “near the water” automatically means “cannot build”. That is not always true. It also does not mean the opposite. Your exact survey number, plotted on the approved map, is the only reliable answer.

THE CURRENT RULES IN GOA

Goa is different, and investors need to know this. Goa has not yet finalised its CZMP under the 2019 notification. As things stand, the CRZ Notification, 2011 continues to apply there, with a No Development Zone of 200 metres from the High Tide Line on the seafront.

The draft CZMP 2019 was submitted to the state in January 2026. Reports in June 2026 say it is unlikely to go to public consultation before the next Assembly elections, and that Goa is the only coastal state still to complete the process. Earlier reports also said the Centre had stopped granting new CRZ clearances under the 2011 rules while the new plan is pending. Check the latest position for your specific project.

What this means for you:

⚠️ Goa’s rules may change when the new plan is notified. A buffer could widen or narrow.

⚠️ Buying on assumptions about the “new rules” is risky.

⚠️ A plot that is legal today should be bought on today’s rules, with the risk understood.

SINDHUDURG VS GOA: QUICK COMPARISON

📌 Governing framework: Sindhudurg follows CRZ 2019 with an approved CZMP. Goa follows CRZ 2011 until its new plan is finalised.

📌 Seafront restriction: In Sindhudurg, CRZ extends 500 m from the HTL. In Goa, the NDZ is 200 m from the HTL.

📌 Regulatory clarity: Sindhudurg has a finalised plan. Goa’s plan is still pending.

THE CRZ PAPERWORK CHECKLIST

🗂️ CRZ status on the approved CZMP. Plot the exact survey number and confirm the category and NDZ position.

🗂️ CRZ clearance or recommendation. Where construction is planned in CRZ areas, confirm the process through the state coastal authority (MCZMA in Maharashtra).

🗂️ Past construction. For built properties, check that existing structures were legally approved and are not on the NDZ line.

🗂️ Other overlays. Check eco-sensitive zones, forest land and other restrictions alongside CRZ.

🗂️ Ownership and land use. Title, 7/12, NA status and sanad are covered in the next parts of this series.

THREE RED FLAGS TO WALK AWAY FROM

🚩 A seller who says “CRZ doesn’t apply here” without showing the map

🚩 A price far below the neighbouring plots, with no explanation

🚩 Resistance to a lawyer’s title search or a map overlay

A note for NRI investors: under FEMA, NRIs and OCIs cannot buy agricultural land, plantations or farmhouses in India. Confirm the land’s classification before you proceed.

A note for lake and creek-facing plots: CRZ applies to tidal-influenced water bodies. A tidal creek can bring a plot into CRZ, while a non-tidal lake may not. Always confirm this on the map instead of assuming.

WHY THIS CHECK PROTECTS YOUR RETURNS

A coastal plot with clean CRZ status is easier to build on, finance, resell and insure. One with an unresolved CRZ issue can be stuck for years. Due diligence costs very little compared with that.

THE BOTTOM LINE

Sindhudurg now has a defined CRZ framework, which gives investors more certainty. Goa is still waiting for its updated plan, so careful verification matters even more there. In both places, the survey number on the approved map settles the question.

Next in the series: how to read a 7/12 extract and confirm who really owns the land.

I am Samarth Khowal, a real estate consultant at Realty of India (REMAX India). I verify CRZ status, title and land-use documents on every coastal property before I recommend it to a client.
